I agree that if you split the signal at the frequency which divides the power equally in halves, then bi-amping can double the power. But with two A23s, that's still no more power than a single A21.
And yeah, I would not attempt to remove passive crossovers and change over to active bi-amping unless you're pretty handy with measurement tools. Given the 600 Hz crossover frequency of the Maggies, you'd have to take the speakers outside and elevate them to get enough resolution in a pseudo-anechoic measurement to tune the crossover. I've done that small stand-mounted speakers, but I'm not sure I'd want to try that with panels.
