These Parasound amps are not current limited into a 4 ohm load, they have more paralleled output transistors than they probably need. The power supply is the limiting factor, so you're not likely to get more power out of two A23s vs. a single A21 no matter whether you bridge or bi-amp.
However, if you change from speaker level crossover to line level crossover, you'll avoid losing energy in the crossover. And as you well know, active bi-amping should improve sound quality in most cases, even without any more power.
So IMHO, I would not choose two A23s over a single A21 for the purpose of bridging. But I would choose two A23s if you can actively bi-amp.
