There is a post in Vintage, last few days. The problem was hum in a PAS3. The person with the problem had a great starting point. He measured AC and DC voltages on the tubes and posted them. Expected values (mainly DC) are listed in the original manual.
The wire you mentioned that was connected to 1 on line board. If connecting it, stopped music, detach it and measure the voltage. It should be at ground.
Also suggest with whatever is going on sound wise, swap tubes one at a time. See if a specific tube is overloading or causing hiss or hum.
Tape in and out are connected through a 10 ohm resistor.
