You can recommend what you like. However, the question was, "Is it OK to run an amp rated for 20 amp service on a 15 amp line?" My position is that if it never trips the circuit breaker, it's okay! You might not do it and I might not do it, but I don't think it will hurt anything. Furthermore, if it never trips the circuit breaker, then all the arguments about dragging down the line voltage and other such things are basically moot.
Anyway, enough said! You have your opinion and I have mine.
