Unless a cap is in a circuit where the value is critical...

...such as an RIAA-equalization network, one can change the value somewhat with no audible result. And caps have value-specification ranges, such as + or - 20%, so the 0.18uF cap and the 0.22uF cap could be the SAME value and both be within tolerance.

Generally, one can always use higher-Voltage-rated caps, but one usually should not use LOWER-Voltage caps...

...so yes to both of your examples.
