Although I like NOS tubes, in the case of the 12AX7 they tend to be very expensive. Exceptions are Japanese brands from the '70s (often made in a Mashushita factory Mullard set up), or GE long plates, if you can find them.
Other than that, new production tubes are improving in quality and there are two brands in particular that appear to be worthy of note: the Genalex re-issues and the Shuguang Pavane series.
I don't know what ARC is using but there is a significant difference in sound between the various brands on the market.
