I've built a bunch of these with TDA2030 or TDA2040 amps, as well as LM3378 and LM478. My guess is you shouldn't put an polarized electrolytic across the +/- Voltage rails like that. Use two and put one from signal ground to +V with + of capacitor to +V. Use another one from -V to ground and put the + of the cap to ground and the negative side to -V. I'd bypass both of these with with a .01uF sized poly cap as well.
I'd personally bypass the +V to ground and the -V to ground.....not +V to -V.
