Vac doesn't like email

I've also tried emailing either Tech support or Kevin multiple times. If you take a slightly upset tone, Kevin sometimes does reply. He had a lot of email daily and doesn't seem to get to them.

On the other hand I called and instantly got their tech and he was great at helping fix my problem. I had a VAC Standard Preamp that had diminshed volume in the right channel (not much bass). He quickly helped me narrow it down to one of the huge 4uF/600V Infinity Supreme Caps. They occassionally seem to start opening up and the value goes way down and resistance way up. I had to unsolder one side from the main preamp board and measure with a capacitance meter, but that was it.

Great part is that Vac charges $80 for a replacement cap and after contacting Peter at TRT, I got a free replacement and got upgraded to his newer Wonder Caps in place (had to buy a matching one).

I can't say much about all the values you've measured, just that it makes sense to call them and ask for their tech. He was very helpful to me. BTW, my preamp is now fixed (by me) and sounds great!
