For a solid state push pull output I think it is fair to say that when it is delivering all the required load current without either device switching off it is in a class A region. So, if a 50W class A/B power amp has enough idle current to deliver 2W to the load and you're actually delivering less then it is fair to call that region class A operation. At higher power a push-pull stage will move to class B.
For single-ended stages the device must be biased to deliver all the rated load current.
