Most people who are victims of shill bidding either do not win the auction (and hence cannot post feedback) or end up going through an otherwise-smooth transaction, where it would be "rude" to post negative or neutral feedback on shill bidding alone...
Many sellers who *do* use shill bidders otherwise are always on top of the transactions, to avoid a potential negative feedback that could bring up the accusation of shill bidding. (I have never seen "shill bidding" mentioned in an eBay feedback comment.)
