You're not going to be able to measure output without a known input. Use a test cd with sine waves, switch the pre to tape out (or monitor) and measure. It looks like you used a DC setting on your multimeter, you need to use an AC setting. Your tape out should more or less equal the output of the CD player.Have fun,
