If you're willing to buy used then you should look out for the Sugden A48B (not the A21a) - it's more valve-like than some tube amps.
And that's the problem with your premise - tube amps don;t remotely sound alike. Some sound like stereotypical tube amps - warm maybe soft on transients, audibly distorted. Old tube amps perhaps sounded like this - my one experience with the ST 70 and well I am not terribly surprised people make those comments.
The Grant Fidelity Rita tube amplifier however will quickly remove the notion as do numerous others.
The Sugden A48b was around $2000 new and can be had used for about $350 - 65-70 watts per channel class A/B. I bought it over a $3500 Musical Fidelity integrated amp (150 watts per channel) driving Paradigm Studio 100 speakers - the Sugden was less mechanical hi-fi etchy sounding had deeper fuller bass response but less of the "staging" people seem to desire.
