You can, and most of them are small garage shop operations that lack the resources to do much more than that. Stuff modules and use off-the-shelf SMPS.
There ARE companies that go beyond stuffing modules by offering their own or different input choices including vacuum tubes. Their own SMPS, and a couple others that license the technology and create their own .
