Yes this is true for balanced interconnects *only*. But the real advantage of balanced *circuitry* is that it will reject imperfections in the power supply in the exact same way that balanced cables will reject hum picked up in the cables.
Bill's thinking is decades old and only applies to his goal of trying to reject hum picked up on long, low-level microphone cables. He is doing that so that he can sell his (excellent, but extremely costly) small-signal audio transformers in the pro world. If you go to a large rock arena where there are very long runs of both microphone cables and also power for the massive stage lights, his words used to be important. Now that protocols have been developed whereby all audio is sent around the venue digitally, there is no longer much need for his transformers.
Again, the best way to understand the advantage of true balanced audio circuitry is to listen to the Pono Player driving headphone with either a conventional unbalanced output versus replacing the harness with on otherwise identical balanced harness. (see link)
