The Supratek Cortese is another contender. I've heard people compare it favorably to the CJ ART. But OTOH, you will have to be patient- Mick Maloney is up to his ears in hand-building his Supratek orders. The turnaround could be three to six months, and the Cortese takes a good four months to break in. (My initial complaint about a slightly soft extreme top has been ameliorated after the break-in.) It combines the transparency of passives with the dynamics and control of actives. With a sound also tailorable by the choice of power supply and line tubes.And the units are drop-dead gorgeous visually. The unit I have is uses two 6SN7s instead of the pictured four 6J5s (no sockets where the "inner" 6J5s are in the picture), and the power supply doesn't have the two "front" regulators (has two regulators instead of four). I also have the "copper" finish. The pictured unit is a 6J5 prototype, with four 6J5s and four-regulator power supply. (A copper-finish Supratek Syrah preamp is pictured in the site. The Syrah is Supretek's lower unit, but still holds its own against other CNO units.)
Barring catastrophic tube failure, this will be my last preamp.
