Yes, he sells PSes - ie. each "stereo" amp consists of 2 x amp modules plus 2 x PS PCBs ... plus other miscellaneous things like hookup wire, RCAs etc..
About the only thing he doesn't supply are the power transformers and the case - the former because this would significantly increase shipping costs (from their weight) plus you Yanquis need different transformers for your idiosyncratic mains setup ... and the latter because this is also heavy but also because owners typically have different aesthetics.
And, yes, I agree with you ... a good PS is an instrinsic part of the (good) sound of an amp. :-))
