There is no "best" preamp in this world, period. The only sonically-neutral (relative speaking) preamp would be a TVC. All other active preamp adds "colours" to the sound. Q. .......

yes, increasing the coupling capacitor value (capacitance) a bit will actually helps in extending the lower frequency rolloff a bit but not by much in your case. Mind you though: one cannot infinitely .......

as for your capacitor voltage rating 16VDC is very close call(esp. when you have your tubes unplugged) for the unloaded voltage is usually higher than that of a properly loaded one. Yours should work .......
