Most newspapers and TV news stations have journalists who do public interest "buyer beware" types of stores and those guys are always looking for work. UPS spends millions of dollars to project a positive public image which can be largely "undone" in your local market with one local "buyer beware" type of story. A call from a journalist to UPS for comment on the situation can often get the wheels turning really quickly in the consumer's favor.I recommend a two approaches: when the claim is denied file a suit in court and/or send a letter to the local "buyer beware" journalist.
