If upsampling actually restored resolution, your contention about dither would be true, but...

The added "word length" from interpolation/upsampling is for the filtering of the signal... Rejecting images above Fs/2.... It does **not** restore resolution.

Dither is intended to reduce resolution losses in a downconversion. But in this case, the added word length the dither is acting upon, as mentioned above, is *not* "restored resolution." Hence the dither is being applied to *arbitrary* data.

This is why dither has no benefit in an upconversion process.
