Neither am I **that** old, but I looked back.

Oh, and hanging around the research group partly responsible for
the design software for Philips' first FIR oversamplers helps, too.

There is no definition, and there is no defining body (then why should we?). As Ted said in most consumer-style conversations the term is not important, and when things get relevant/scientific, one simply has to specify whether it is about synchronous or asynchronous oversampling, and perhaps even if a brickwall is included (right: I know of exactly one oversampler that did not use a brickwall, but this was more like an ill-advised experiment of its creator, see link below.)
