I critiqued this same article a while back. Its rationale is "time smear" is improved with an upsampler because it uses a more-gradual digital filter, which is *not* the case. See link, which references an upsampler data sheet. The data sheet specifies the upsampler's filter characteristic of a typical brickwall response.
