What I feel I have experienced with regard to your second criteria is that a good PC/IC etc will let the components shape the sound differently, because of this I dont consider your two criteria to be divergent.
Im sure that a cable has a sound but it seems more logical to me that a large part of the sonic signature of a cable is that it enables different sonic characteristics from the source components. When I put 20a PSA LABII's on my Krell amps, the added weight was amazing, sound stage was wider etc..
