They could have measured slightly lower if they wanted to do so. Assuming their scope is like mine it has a sweep averaging acquisition mode that will remove random noise and just display repetitive signals. The signal acquisition mode is identified by a little square wave icon at the top of the screen. They were using the pulse acquisition mode for their measurements in order to display every bit of random noise. However, this can sometimes obscure the actual picture that you want to see. Here is the difference. I've circled the square wave acquisition mode indicator at the top of each screen. The third picture below is using the averaging acquisition mode.

The Sound Hi-Fi power supply certainly has an advantage over the stock power supply. It uses a better regulator and it is connected directly to the circuit bypassing the internal regulator. However, I'm a bit skeptical that it's as perfect as the oscilloscope screen shot suggests. I wonder whether that measurement was taken with the strobe disabled as were my measurements.
