there is a sweet spot and it affects the amount and sound of the surface noise as well. Sometimes it's a trade off between hiss and music retreival.
I've read that the angle of the cutter is different to modern LPs as well.
I'd rather listen to music than constantly changing VTA so I set an acceptable compromise that is happy with most records apart from Edison Diamond Discs which, I suppose being vertically cut, may not be so critical of VTA. But I do change it for them, all two of them.
Your ears will tell you when you've got it right.
It's great when it goes around to make a sound.
