Stanton 500 / Shure M44....

with retips (look up www.kabusa.com and www.esotericsound.com) With a couple of exceptions most manufacturer's own 78 styli are best avoided, like the Shure M78S. The 500 and M44 are transfer engineers favourites and for 78s are a steal at the price. You need heavier tracking for 78s and these cartridges are good building blocks if you decide to get more shellac.

There are also Ortofon and Grado cartridges with 78 styli.

The SME S2R headshell is better than the original S2/S2 Improved /S3, but I'd budget for a heavier headshell with slotted cartridge mounting holes. A Stanton or Technics will be ideal. For more money a Sumiko will work very well, I use Shure M44/Sumiko combination for my 78s in a SME3009II.

You also need a mono button and proper EQ - but that's another story.
