I don't know the exact date or matrix numbers involved.
European records cut before then played on RIAA EQ will have some treble loss and too much bass. It's one of my pet subjects I know, but once you correctly EQ them you should be amazed at the results - there's more transparency and space around the music. It's as if someone draws the curtains back.
If you go down a variable phono stage route, make sure it has a good mix of US and European curves.
