Turntable first, Arm next, Cartridge next.
In the retail world it is generally price driven, although you're not necessarily comparing apples with apples.
In the real world it's a question of synergy, what works well with what.
The goal is to get a turntable, arm, cartridge, and possibly arm - amp interconnect, possibly each from a different manufacturer to sing together. It can happen with the most unlikely combinations of gear.
The trick is finding a better cartridge that'll work with your table. If you are planning to upgrade the tt at some stage then there's no harm in taking a risk with the cart. Otherwise listen to what the other guys here advise, their better equipped than I am.
