RE: One note about sanding the top plate....

Dave, I painted my table 5 times before I was happy with it, what a pain in the ass! One of the times I repainted was due to visible lines (scratches)from sanding even after painting. Finally, I sanded the top plate again then used acetone to clean before painting, I did not go all the way to bare metal but got good results, finally.

I think my other failures were due to high humidity, it looked great when I finished painting but hours later the paint would shrivel so I would scrape it off and try it again, then more failures. The final painting was done in my garage then I moved the table down into my partially air conditioned basement to dry, it now looks just like it did when I finished painting.
