If the bearings are all there, the thrust washers may be worn and/or ball race may be corroded. The safest way to check and repair this is to take whole spindle assembly out and dismantle it where you can catch the ball bearings. Take some photos as you go so that you know where it all goes back.
You need to remove the large metal switch shield, the switch cover and the various springs and levers attached to the spindle assembly. It's held in place by thee screws.
Remove the thrust washers and give the whole lot a good soaking in a machine oil or WD40. Check the spindle for corrosion and clean and oil lightly. If the thrust washers are worn you can reverse them.
