There is no angular speed variation

Both cutting and playback are done at the same rotational speed from beginning to end. For normal LPs this is 33 1/3 rpm.

The groove velocity varies with the distance from the center of the record but the rotational speed remains constant.

The circumference of each groove (C) depends upon the diameter (D) C = pi x D so the further you are from the center of the record, the more the modulations in the groove are spread out along the groove but this just happens inherently as the record master is cut and is compensated inherently as the record is played back.

The analogy with changing tape speed would be to pay back a 33 1/3 rpm record at 45 rpm, it has nothing to do with the distance from the center of the record.
