The best bang for the buck turntable will be second hand

The best bang for the buck turntable will be second hand and as good quality turntables can last for many decades, I would look for a high quality secondhand table in good condition.

I have an Empire 598 III which I bought recently and could not be happier I also have a Rega Planar 3 with an SME Type IIIs arm which I bought a few years ago.

As for which turntable you should buy, it really depends on what you find and at what price. Price for second hand turntables can vary a lot. My Empire cost me $C300 but some people have found these for less than $US50 and their typical ebay price seems to average something over $US500.

There have been lots of other good turntables suggested in this thread so I would keep an open mind and see what crops up. You are fortunate being in a large city where there should be a steady supply on craigslist and similar sites.
