I roughly check VTA by cutting a piece of paper to the desired angle, holding it behind the cartridge when viewed from the side and seeing how closely a line from the pivot point of the cantilever (estimated) to the tip of the stylus matches the edge of the paper.

You get variations from the design value for reasons that include: quality control variations, suspension changes with age, VTF and tonearm pivot height.

IIRC most cartridges I've seen have been more in the 20 deg range than 15 deg.

Many cantilevers have a flattened section at the bottom end which is meant to be more or less parallel to the record and I've sometimes used that as a rough guide.
