I think that this is the reason

When a tonearm that uses mass rather than a spring for VTA is set up, its center of mass is beween the tonearm pivot and the stylus. This is what produces the VTF at the stylus. With most tonearms,the center of mass is also below the pivot. A consequence of this is that if you lower the pivot point to reduce VTA, the tonearm's center of mass moves slightly toward the stylus, thus increasing the VTF. If you raise the pivot to increase VTA, you get the opposite effect.
