It depends

What's correct? It depends upon what you want to do.

To remove any concerns about the effect of stylus drag on speed, its a good idea to print an undersized strobe disc so that you can check speed while playing (at least playing on the outer grooves).

If you want to check if the platter is spinning at 33 1/3 right when you test it, you need a strobe running at an exact known frequency hence the suggestions below for a battery powered strobe. Mains power is usually close but does vary a bit.

For turntables where the speed is independant of line frequency, the strobe light should be an independent reference (eg battery powered)

Many tables however are synchronized with line frequency.

If your objective is to check the set up of a turntable that uses an a/c motor synchronized with line frequency then what you want is a strobe light run straight off that frequency. In this case a speed error indicated by a battery powered strobe may just reflect the present line frequency and "fixing" it may just double the error in the opposite direction later in the day.
