Sounds like the vinyl was bad from the factory, especially if the noise level is even throughout both sides. I have had a few Eastern European/Russian LP's(sealed) that were so noisy, I dumped them. Even after multiple cleanings, there was no change in the amount of noise. Vinyl looked mint with no scuffs or defects.
