There isn't a manual for the TP-1030 on VinylEngine, unfortunately. Is there an adjustment screw located somewhere in the area of the tonearm base? Some of these auto return tables have a cam located around the spindle, you may have to slightly bend some part to get it to react sooner, I can't really say unless you remove the platter and see what actually starts the tonearm return process. There is also the possibility of a screw adjustment under the platter. If not, remove the bottom plate(if possible), prop up the turntable somehow and watch the mechanism at the end of play and see if it can somehow be adjusted. Springs and levers, great fun these older auto type turntables.
Good luck! Does it work and sound okay otherwise? You could get a "Q-Up" device, costs about $60, that raises the arm at the end of the record.
