You are partially correct. :^)
T. Loesch collaborated with transformer suppliers to develop 24 step TVCs and published his findings.
He even sent me the schematics with his usual british humour: if you do not understand this schematic do not attempt to make a TVC!David Slagle developped a different breed, AUTOformer TVCs. IMO autotransformers are a much more elegant solution, because part of the attenuation is done by magnetics, part by winding resistance, there is a continuous COPPER DC path (not a magnetic path) between input and output.
The benefits are VERY wide frequency response, strong dynamics and no saturation or distortion in the bass (even with 5V input).
I am currently experimenting with custom-made amorphous core (nanocrystal) autoformers, they sound divine, as do Dave's autoformers.
