I worked in the ball bearing industry and we would do a cryogenic treatment of bearing steel to convert retained Austenite to 100% Martensite crystal structure. Then to achieve the desired hardness and machinability we would temper the steel. Tempering did not affect the cryogenic treatment and the 100% Martensite structure would remain so it is extremely doubtful that soldering would affect anything but the hardness of cryo'd wire or cable.
