(1) Quantum tunnelling is not a process that one does to things.
(2) "Cable Cooking" and cryogenic treatments are processes that one does to things like cables. To what end is infinitely debatable.
Nothing in (2) has anything to do with the insertion of quantum tunnelling, whatever a manufacturer or snake-oil merchant might allege.
People who know something about Physics won't be taken in by this nonsense. I hope.
