IMHO, 14 gauge ground should not be a problem, even plugged into a 20A circuit. You have appliances with 14 gauge or smaller power cords often being operated on 20A kitchen counter circuits. You also have appliances with 18 and 16 gauge cords operating on 15A circuits. IMHO, the smaller wire gauges would still be adequately sized to quickly clear a ground fault on a 15A or 20A circuit (i.e., trip the breaker or blow the fuse). If this were not the case, the NEC would require that power cords of appliances to be operated on 15A and 20A circuits be no smaller than 14 gauge and 12 gauge respectively. 30A or higher circuits are a different story. Just my $0.02.
