How about using a suitably sized resistor in the HOT line and bypass it with a 30A/125 volt SPST or DPDT (better) switch wired across the resistor after a few seconds ? Its not like you will be turning the transformer on and off on a regular basis so a manual soft start (that is bypassed when the tranny is in operation) should be fine. For the switch try something like a Bryant/Hubbell industrial grade or similar.
