15A and 20A receptacles from the same maker and quality line have identical current carrying capacity. That is why the NEC can allow 15A duplexes on "20A" circuits. The only difference is the "T" shaped neutral opening on the face of the 20A receptacle that allows a true 20A rated appliance to be operated only on a circuit with that type of receptacle. The local authorities in your area of Arizona may have their reasons for forcing the use of 20A receptacles only on a 20A circuit but I don't think its because a 15A receptacle can't handle the current.
