Do a Google search on Cerious interview.
Ceriou's top honcho explained the process to an online hi-end magazine, of course he did not give away the "family jewels".

It is basically a carbon fiber IC inside teflon tubes with "liquid ceramic" damping.

Van den Hul the First is made of carbon fiber (actually it was the first CF cable ever) and is impervious to EMI/RFI. It has outstanding tone and soundstaging, however, carbon fiber's relatively high resistance will make The First hum on most high input impedance gear.No good for tube gear...
If Cerious is better than the First, it is surely a winner.

I bet that the technology and geometry are very hard to DIY.
As for damping, you can use other materials instead of liquid ceramic.
Cotton and teflon tape are easy to source and do a good job.
