Steve -Respectfully, I disagree with the second step of your recommendations. Running an ST70 with only the rectifier can cause the B+ to rise above the ratings of the filter cap and destroy it in many cases. The circuit needs some load on the B+ supply to keep the B+ within the ratings of the cap. This is especially true in the Mark II/III amps.
Try it the other way around. Test with no tubes, if ok then add the EL34's and 7199's only and test. If the fuse holds then consider the rectifier and filter cap.
