Bad solder joints or socket connections are the most common cause. Remember these where (mostly) kits and the soldering quality was highly variable. I've seen some very interesting miss-wirings and even some joints that never got soldered in the first place!First swap L/R channel tubes and try retensioning sockets.
Next resolder EVERYTHING in a ST70.
I'd also suggest rebuilding the PCB completely. I reuse the mica caps, and change everything else after stripping and cleaning the board.
The bias circuitry should also be rebuilt for safety.
A properly rebuilt ST70 should be pretty quiet and noise free - even with high-efficiency speakers. One friend here uses a pair of ST70's I rebuilt for his Altec 604B's (yup, he's into loud).
