No need to scrap the amp right away. The amp uses EL34s for finals, a matched quad of Svetlana EL34s or a matched quad of JJ (Tesla) E34Ls will take care of that. As for biasing, the amp is a "knock off" of the ST70; therefore, use the ST70 bias point. For the driver/phase spliter, since it is a ST70 copy, maybe the Triode Electronics ("www.triodeel.com") replacement board for the ST70 will fit. Give "Uncle Ned" a call; it can't hurt. With a little effort, you just might turn that "sow's ear" into a "silk purse".
