I owned a ST 70 years ago, and it never did that. I would say that's an abnormality that you should be concerned about. Certainly, if it's strong, there's the possiblity of tweeter damage. Are you sure its the ST70 and not the preamp? Some SS preamps do not shut down cleanly at all.
