Joseph, a friend,that works for ANTIQUE RADIO, recently loaned me a quad of JJ EL34s to try in my ST70. I was very suprised by the quality of sound that these tubes are able to make. My usual tube in this amp is a quad of MULLARDS amd the JJs are able to do 90% of the quality of the MULLARDS.I'm not sure about the cost but they can't be but a fraction of the cost of a nos MULLARD. Good luck and don't forget you need matched tubes for your ST70 output.
