Most common cause in an unrestored ST70 would be a coupling cap (.1uf) going leaky.Swap the two EL34's on that channel and see if the problem follows the socket or the output tube. If it follows the tube, you have a bad EL34, if it follows the socket it probably is the coupling cap or less likely a faulty socket.
If you're running a vintage ST70 unrestored, do replace all of the coupling caps and the selenium rectifier. It is well worth the trouble.
