The best 12AX7 is the one that sounds best in your particular amp. With all the variables within the circuit (materials, resistance/cap variation from spec, tube manu materials, etc) a new manu tube may sound much better than a NOS or good used tube from the Golden Age! One guys treasure tube is his/her amp is someones garbage tube in their amp.
Roll some and find what works for your ears!
